摘　　要：本文介绍了实景三维(3D)建设的工作背景,汇总了国家和自然资源部、北京市层面关于数字中国、实景3D中国、实景3D北京建设的政策文件和主要内容,归纳了实景3D建设标准体系、理论研究、数据生产、数据库建设、平台研发与应用等方面技术研究成果,总结了2008—2023年北京实景3D建设历程、主要成果以及新型基础测绘北京试点建设内容、关键技术和应用,对已开展的实景3D北京研究建设工作进行了分析并从产品、数据更新、应用场景等方面提出了建议。This paper introduced the background of the construction of three-dimensional(3D)real scenes.It summarized the policy documents and main contents of China,the Ministry of Natural Resources and Beijing on the construction of digital China,3D real scene China,and 3D real scene Beijing.It concluded the technical research achievements of 3D real scenes in standard system,theoretical research,data production,database construction,platform R&D and application.This paper summarized the course and main achievements of 3D real scene Beijing construction from 2008 to 2023,and it concluded the pilot construction content,key technology and application of new fundamental surveying and mapping in Beijing.Besides,this paper analyzed the existing 3D real scene Beijing construction work,and some suggestions were made from such aspects as the product,data updating,and application scenarios.
