基于政策工具的我国互联网药品政策三维分析

摘　　要：目的 分析我国互联网药品相关政策文本,为互联网药品领域相关政策的调整与优化提供一定依据。方法 检索1998年1月—2023年11月国务院及相关部委层面发布的有关互联网药品政策文本。采用内容分析法,从三维度对纳入研究的政策文本进行归类、编码与分析。结果 本研究共纳入30份政策文本,共编码265条政策工具。环境型政策工具(58.49%)和供给型政策工具(33.21%)占比较多;监管系统(51.32%)和政治系统(25.66%)受关注较多;利益相关者多聚焦药品监管及政府相关部门(56.60%)和互联网药品生产经营企业(38.49%)。结论 提高需求型政策工具的使用频率,协调内部结构均衡性;重视人力、服务、筹资系统使用,调节内外部子模使用比例;关注消费者、仓储物流平台,平衡多方主体需求。Objective To analyze the texts of China’s internet drug-related policies to provide reference for the adjustment and optimization of related policies concerning internet drugs consumption.Methods Policy texts on internet medicines issued at the State Council level and related ministries and commissions from January 1998 to November 2023 were retrieved.The included policy texts were categorized,coded and analyzed from three dimensions using content analysis.Results Totally 30 policy texts were included,coding a total of 265 policy instruments.Among them highest proportion were environmental policy tools(58.49%)and supply policy tools(33.21%);more attention was paid to the regulation system(51.32%)and the political system(25.66%);and stakeholders focused more on drug regulation and related government departments(56.60%)and internet-based drug manufacturers and operators(38.49%).Conclusion We should increase the frequency use of demand-based policy tools and coordinate the internal structural equilibrium;emphasize the systematic use of manpower,service,and finance to regulate the ratio of internal and external sub-model use;and pay attention to consumers,storage,and logistics to balance the needs of multiple actors.
