摘　　要：为了更好地推动“四好农村路”交通建设项目的快速发展,探索影响其质量水平的影响因素,在文献调研统计基础上,由采用率确定了影响“四好农村路”建设项目质量评价的因素层,然后应用因子分析法,确定对应因素层的指标因子;最后,由模糊综合评价法构建了“四好农村路”建设项目质量评价模型,采用集值统计理论确定指标的权重。结果表明,因素层权重从高至低依次为生态环境(0.1893)>工程效果(0.1568)>运输能力(0.1373)>项目建设(0.1358)>与新农村建设关系(0.1316)>资金管理(0.1103)>社会经济效益(0.1032)>对基层执政能力影响(0.0357)。由综合权重可知,影响“四好农村路”建设项目质量评价最重要的因素分别为空气污染(0.1008)、噪声污染(0.0885)、农村路硬化率(0.0694)、日出行距离(0.0619)和生活宽裕的提升率(0.0606)。因此,“四好农村路”建设应在生态环境不被破坏的基础上,提升建设水平,从而发挥“四好农村路”建设项目的最大社会经济效益。The purpose of this paper is to promote the rapid development of the“Four Good Rural Roads”transportation construction project and explore the influencing factors affecting its quality level.On the basis of literature research and statistics,we determined the factors affecting the quality evaluation of the“Four Good Rural Roads”construction project by the adoption rate,and then determined the index factors corresponding to the factor layer by applying the factor analysis method.Finally,we constructed the“Four Good Rural Roads”construction project quality evaluation model by the fuzzy comprehensive evaluation method,which used the set-value statistic theory to determine the indexes’weights.The results show that the weights of the factors in descending order are ecological environment(0.1893)>engineering effect(0.1568)>transportation capacity(0.1373)>project construction(0.1358)>relationship with new rural construction(0.1316)>fund management(0.1103)>socio-economic benefits(0.1032)>impact on grass-roots governing capacity(0.0357).From the comprehensive weights,it can be seen that the most important factors affecting the quality evaluation of the“Four Good Rural Roads”construction project are air pollution(0.1008),noise pollution(0.0885),the hardening rate of rural highways(0.0694),the daily travel distance(0.0619)and the enhancement rate of the living broad(0.0606),respectively.Therefore,the“Four Good Rural Roads”should be constructed on the basis of not destroying the ecological environment and upgrading the construction level so as to maximize the socio-economic benefits of the“Four Good Rural Roads”construction project.
