摘 要:目的 通过对现有人员总量、分布、结构等进行分析,探讨人才队伍建设中存在的问题,提出改进建议。方法 查阅文献后收集相关数据,编制全市疾控机构人力资源配置情况表,采用描述性分析等方法对数据进行统计分析。结果 全市每万人口疾控人员数为0.77人,远低于国家标准;发达县区卫生资源集聚度与人口集聚度差值<0,一般县区接近0;市级、发达县区、一般县区疾控机构人才队伍在学历、职称分布上比较差异具有统计学意义(P<0.01);高学历人才占比极低,且高度集中在市级及发达县区疾控机构;高、初级职称人员数量在市级、发达县区、一般县区疾控机构分别呈逐级递减、逐级递增趋势。结论 基层疾控机构面临人员总量不足、分布不均、高学历人才稀缺、骨干流失严重、需求缺口大等问题,要根据经济发展水平,增加卫生人力资源总量,兼顾区域均衡,持续深化疾控机构改革,激发内生动力,注重科研及文化建设在人才队伍建设中的重要作用。Objective By analyzing the total quantity,distribution,and structure of existing personnel,this study explores the prob-lems in personnel team construction and proposes improvement suggestions.Methods After consulting literature,relevant data was collected,and a table on the allocation of human resources in disease control institutions throughout the city was compiled.Descriptive analysis and other methods were used to statistically analyze the data.Results The quantity of disease control personnel in the city is 0.77/10,000 people,much less than the national standard.The difference between the agglomeration degree of health resources and population in developed counties and districts is lessthan O,while in general counties and districts is close to O.There is a statistically significant difference(P<0.01)in the distribution of educational qualifications and professional titles among the personnel teams of disease control institutions at the city level,developed counties,and general counties.The proportion of highly educated personnel is extremely less,and they are highly concentrated in city level and developed county-level disease control institutions.The quantity of personnel with high and junior professional tiles shows a decreasing and increasing trend in disease control institutions at the city level,developed counties and districts,and general counties and districts,respectively.Conclusion Grassroots disease control insti-tutions are facing problems such as insufficient personnel,uneven distribution,severe loss of highly educated personnel,and large de-mand gaps.Based on the level of economic development,it is necessary to increase the total amount of health human resources,bal-ance regional balance,continuously deepen the reform of disease control institutions,stimulate endogenous motivation,and focus on the important role of scientific research and cultural construction in personnel team construction.
