摘 要:为提高大型能源企业的碳减排效率评估准确性与合理性,解决评估过程中存在的期望产出与非期望产出比例变化、非期望产出、动态变化、模糊投入的不确定问题,利用超效率SBM DEA模型、Malmquist指数和区间二型模糊数,构建改进DEA模型对碳减排效率进行评价,并对某电力能源集团进行2020—2022年度碳排放效率评价。结果表明,2020—2021年,得益于规模效率的提升,该集团碳减排效率呈上升趋势,但平均纯技术效率和技术进步均有所降低;2021—2022年,受集团重组和生产计划调整的不合理性,导致集团碳减排效率降低,但纯技术效率和技术进步率有所提升;华中地区碳减排效率整体上均呈上升趋势,但还是要注意缩减不必要的生产规模,同时加强碳管理水平投入要素的管理;华东地区碳减排效率变化很小(均在1左右),需要寻找碳排放突破点以提升整体生产率;华北地区碳减排效率由上升转为降低,需要重视企业管理和生产组织结构的改革;西北地区碳减排效率由上升转为下降,需要重视企业管理,同时淘汰落后产能;东北地区碳减排效率由上升转为下降低,需要对落后产能进行淘汰。In order to improve the accuracy and rationality of carbon emission reduction efficiency evaluation for large energy enterprises,and to address the uncertainty issues of expected output and unexpected output ratio changes,unexpected output,dynamic changes,and fuzzy inputs in the evaluation process,an improved DEA model was constructed using the super efficiency SBM DEA model,Malmquist index,and interval typeⅡfuzzy numbers to evaluate carbon emission reduction efficiency,and a carbon emission efficiency evaluation for a certain power energy group from 2020 to 2022 was conducted.The results showed that from 2020 to 2021,due to the improvement of scale efficiency,the carbon emission reduction efficiency of the group showed an upward trend,but the average pure technical efficiency and technological progress both decreased.From 2021 to 2022,due to the unreasonable restructuring and production plan adjustment of the group,the carbon emission reduction efficiency of the group decreased,but the pure technical efficiency and technological progress rate increased.The overall carbon emission reduction efficiency in Central China was on the rise,but attention should still be paid to reducing unnecessary production scale and strengthening the management of carbon management level input factors.The change in carbon emission reduction efficiency in East China was very small(all around 1),and it was necessary to find a breakthrough point in carbon emissions to improve overall productivity.The carbon emission reduction efficiency in North China shifted from increasing to decreasing,and it was necessary to pay attention to the reform of enterprise management and production organizational structure.The carbon emission reduction efficiency in the northwest region shifted from increasing to decreasing,requiring attention to enterprise management and the elimination of outdated production capacity.The carbon reduction efficiency in the northeast region shifted from increasing to decreasing,and it was necessary to phase out outdated
