摘　　要：云南九大高原湖泊是中国断裂构造型、高海拔低纬度湖泊的典型代表,是重要的生态系统、生命系统。九大高原湖泊保护与治理是坚定践行生态文明思想,胸怀“国之大者”的重要体现。文章重点归纳分析了云南九大高原湖泊的基本特征,人类活动影响下的水资源、水环境、水生态演变,保护与治理的难点,阐述了湖泊立法、空间管控、全民治湖等方面具体行动和初衷,提出了要科学处理发展与保护的平衡关系,应重点树立两个危机意识、确定两个高水平保护目标、认准两大高质量发展方向,在保护中发展,在发展中保护,促进流域经济快速复苏,将九大高原湖泊流域打造成为“绿水青山”转化为“金山银山”的活样板。The nine plateau lakes in Yunnan Province are typical representatives of fault tectonic type,high altitude and low latitude lakes in China,and are important ecosystems and life systems.The protection and management of the nine plateau lakes is an important embodiment of firmly practicing the idea of ecological civilization and bearing in mind the"great nation".This paper mainly summarized and analyzed the basic characteristics of nine plateau lakes in Yunnan province,the evolution of water resources,water environment and water ecology under the influence of human activities,and the difficulties in protection and management.It expounded the specific actions and original intentions of lake legislation,spatial management and control,and put forward the need to scientifically deal with the balance between development and protection.Establishing two crisis awareness,determining two high-level protection goals,identifying two high-quality development directions,developing in protection and protecting in development,promoting the rapid recovery of the basin economy,and building the nine major plateau lake basins into living models that transform"green water and green mountains"into"golden mountains and silver mountains"should be focused on.
