浅析长护险经办管理中政府与承办机构的职责——基于国际经验比较视角

摘　　要：为进一步厘清长护险经办管理中政府的职责边界,本研究系统整理了国内试点城市在待遇申请、失能评估和护理服务机构管理等关键环节的职责分配情况。通过与典型国家及地区实践经验的比较,识别并分析现阶段我国长护险试点中委托承办环节面临的主要问题。基于以上分析,建议顶层设计突出权责清晰,明确长护险各经办环节管理职责,准确界定长护险经办中政府和商保公司的职责。In order to clarify the responsibility boundaries of government in the management of long-term care insurance,this study collated the policies of long-term care insurance such as application of benefits,disability assessment,and management of care service institutions in pilot cities in China.The study identified the main issues in the commissioning and undertaking of long-term care insurance pilot cities in China by comparing with experience of typical countries and regions.Based on the analysis above,we suggest that the top-level design highlight clear rights and responsibilities,clarify the management responsibilities of each link of long-term care insurance administration,and accurately define the responsibilities of the government and commercial insurance companies in the administration of long-term care insurance.
