摘　　要：城市发展理念是引领城市前进方向的准则,也是人类对城市发展诉求的凝练。在城市发展的不同阶段,为应对特定的城市问题与诉求,出现了不同的城市发展理念。文章首先初步梳理了城市发展理念的演变历史,随后构建了4W城市发展理念演变特征分析框架,并从提出背景(Why)、发展阶段(When)、提出者(Who)和核心要义(What)4个角度,具体解析了城市发展理念提出的内在逻辑,以及在不同发展阶段与经济社会的关系,分析其主要提出国家/组织的类别。此外依据发展理念核心要义的侧重点将其划分为生态型与社会型两类理念,归纳其关键特征。最后,基于城市发展理念的历史演变特征,提出了管理建议和研究展望。The concept of urban development is a guideline for the direction of a city and a distillation of its aspirations. At dif ferent stages of urban development, dif ferent urban development concepts have emerged in response to specific urban issues and demands. This paper firstly compares the history of the evolution of urban development concepts, and then constructs a framework for analyzing the characteristics of the evolution of the 4W urban development concepts, including the background(Why), the development stage(When), the proposer(Who) and the core elements(What). Subsequently, based on the 4W framework, the internal logic of the concept of urban development and its relationship with the social economy at dif ferent stages are specifically analyzed, as well as the categories of main countries and organizations who proposed the concept of urban development. Furthermore, based on the core essences' focus, the concepts are divided into ecological and social types, summarizing their key characteristics. Lastly, based on the historical evolution characteristics of urban development concepts, the article provides management suggestions and research prospects.
