摘　　要：“全党办报”是中国共产党新闻工作的重要方针和马克思主义新闻观的创新发展。从体制建设的维度对“全党办报”进行历史梳理,可以看到中国共产党在20世纪20年代末即已反思编辑部同人办报的局限,对整个党组织和全体党员参与办报提出要求。延安执政时期,“全党”办报与全党“办”报都有了更为完善的制度保障,“全党办报”与“群众办报”的逻辑勾联也有了制度上的设计。50年代末,为实现更广泛的社会动员,“全党办报”体制建设进一步向地方下沉,但在实现“赶超目标”的焦灼中偏离了正轨。改革开放后,伴随媒介产业化进程,“全党办报”的延安范式已无法适应新的媒介生态,但“全党办报”的传统在“党管媒体”等观念中延伸,并在新媒体语境中找到新的实践方式。"The whole party to run newspapers"is an important policy of the Communist Party of China's journalism and an innovative development of the Marxism journalism.Looking back at the history from an institutional perspective,we can see that the CPC had already reflected on the limitations of editorial departments running newspapers by the late 1920s,and put forward requirements for the entire party organization and all party members to participate in running newspapers.During the Yan'an period,there was a better institutional guarantee for"the whole party"participation on the one hand,and the establishing newspapers on the other hand.The logical connection between the"the whole party to run newspapers"and"the mass to run newspapers"was established as well.In the late 1950s,"the whole party to run newspapers"was downgraded to the local level to achieve broader social mobilization.However,it deviated from the right track in the pursuit of the goal of"Great Leap Forward",Since the Reform and Opening-up,with the process of media industrialization,the Yan'an paradigm,or the so called"the whole party to run newspapers"could no longer adapt to the new media ecology.Nevertheless,the tradition of"the whole party to run newspapers"has been extended in the concept of"the party governing the media"and found new ways of practice in the new media context.
