“主体-演变-结构”视角下生态环境冲突的处置机制研究

摘　　要：社会转型背景下生态环境冲突频发已成为影响经济发展与社会稳定的重要因素,如何有效预防并妥善处置这些冲突是当前我国社会治理亟待解决的重要命题。基于“主体-演变-结构”三个视角,通过构建生态环境冲突的处置机制体系,包含协同参与机制、事前预防机制、事中解决机制、善后处理机制、利益协调机制、舆情引导机制、监督约束机制、应急保障机制等8个处置机制,并通过筛选出不同发生地域和诱发原因的30个生态环境冲突典型案例,以及对该处置机制体系进行验证,发现:生态环境冲突的8个处置机制与事件解决结果的相关性分析都为正,说明处置机制可能有效影响了解决结果,处置机制符合程度越高的案例,其解决结果越成功。生态环境冲突发生地域和诱发原因对生态环境冲突处置机制与事件解决结果之间的关系具有影响效应,发生在城市地区的生态环境冲突处置机制与解决结果要优于发生在农村地区的,风险型生态环境冲突处置机制与解决结果要优于污染型。研究发现对生态环境冲突的处置机制构建与治理具有积极意义,也对其他类型冲突的治理具有借鉴和参考价值。Against the backdrop of social transformation,the frequent occurrence of ecological and environmental conflicts has become an important factor affecting economic development and social stability.How to effectively prevent and properly handle these conflicts is an important issue that Chinas social governance urgently needs to address.Based on the three perspectives of"subject-evolution-structure",this study constructs a disposal mechanism system for ecological and environmental conflicts,which includes eight mechanisms:a collaborative participation mechanism,a pre-event prevention mechanism,an in-event resolution mechanism,a post-event handling mechanism,an interest coordination mechanism,a public opinion guidance mechanism,a supervision and restraint mechanism,and an emergency support mechanism.The system was verified by selecting thirty typical cases of ecological and environmental conflicts with different geographical locations and causes.The study found that the correlation analysis between the eight disposal mechanisms of ecological and environmental conflicts and the resolution outcomes was positive,indicating that the disposal mechanisms may effectively influence the resolution results.The higher the degree of conformity of the disposal mechanisms,the more successful the resolution outcomes.The geographical location and causes of the occurrence of ecological and environmental conflicts have an impact effect on the relationship between the disposal mechanisms and the resolution outcomes.The disposal mechanisms and outcomes of ecological and environmental conflicts occurring in urban areas are better than those in rural areas,and the disposal mechanisms and outcomes for risk-type ecological and environmental conflicts are better than those for pollution-type conflicts.The findings of the study have positive significance for the construction and governance of the disposal mechanisms for ecological and environmental conflicts and also have reference value for the governance of other types of conflicts.
