摘　　要：创新型产业集群是我国创新驱动发展战略的重要载体,是促进区域创新的重要政策工具。本文基于“创新型产业集群”这一政策实践,以2010—2019年中国281个地级市为研究样本,利用渐进双重差分模型评估了创新型产业集群设立对城市全要素生产率的影响效应、作用机制和区域异质性。研究发现,创新型产业集群能够显著提高城市的全要素生产率,且该结论稳健。机制分析表明,创新型产业集群通过促进技术创新提升城市全要素生产率,技术创新在影响路径中具有中介效应。区域异质性分析表明,创新型产业集群在中国中部和东部地区的政策效应显著。研究结论对于进一步做好城市创新型产业集群建设,引导创新资源区域之间合理配置,推动城市产业结构优化升级具有一定的政策启示。Innovative industrial clusters are important carriers of China′s innovation-driven development strategy and important policy tools to promote regional innovation.Based on the policy practice of"innovative industrial clusters",this paper used the panel data of 281 prefecture-level cities in China from 2010 to 2019,and used the progressive DID model to evaluate the impact,mechanism and regional heterogeneity of innovative industrial clusters on urban total factor productivity.The study found that innovative industrial clusters can significantly improve urban total factor productivity,and the conclusion is robust.The mechanism analysis showed that innovative industrial clusters can promote urban total factor productivity by promoting technological innovation,and technological innovation has a mediating effect in the impact path.The regional heterogeneity analysis showed that the policy effect of innovative industrial clusters is significant in central and eastern China.The research conclusion will have certain policy implications for further building innovative industrial clusters,guiding the rational allocation of innovative resources among regions,and promoting the optimization and upgrading of urban industrial structure.
