摘  要:[目的]为了设计更为全面的采购员岗位管理体系,帮助采购员提高工作效率的同时,也能让管理者更好地去考核和管理采购部门。[方法]以上海地铁维护保障有限公司物资和后勤分公司贸易管理部10名采购员2022年的采购数据为例,利用KPI(关键绩效指标法)确立了与采购相关的5个考核指标,计算得出相应的KPI绩效得分,并用AHP(层次分析法)确定了这5个采购指标的权重值;利用OKR(目标与关键结果法)确立了3个关键结果考核指标,其得分作为采购员绩效考核附加分。将KPI绩效考核得分和OKR绩效考核得分两部分相加得到10名采购员2022年的采购绩效考核总得分。[结果及结论]采用所提出的考核方法对采购员的采购绩效进行考核,并按照得分依次排序,能够区别出不同采购员间的差异。采用所提出的考核方法,既有助于提升采购员的协调能力、需求预估能力和议价谈判能力,也有助于提升采购员的战略寻源能力。[Objective]It is aimed to design a more comprehensive management system for procurement post,to help improve purchasers work efficiency,and to enable managers to better evaluate and manage the purchasing department.[Method]Taking the procurement data of 10 purchasers in the trade management department of Supplies and Logistics Branch of Shanghai Rail Maintenance Support Co.,Ltd.in 2022 as an example,KPI(key performance indicator)is used to establish 5 evaluation indicators related to procurement,the corresponding KPI performance scores are calculated,and the weights of these 5 procurement indicators are determined by AHP(analytic hierarchy process).Three key result indicators are established using the OKR(objective and key results)method,and their scores serve as additional points for purchaser performance evaluation.The total performance evaluation score for the 10 purchasers in 2022 is obtained from adding up KPI and OKR performance evaluation scores.[Result&Conclusion]The proposed evaluation method distinguishes the differences between different purchasers by evaluating their procurement performance and ranking them according to their scores.This method helps improve the coordination,demand forecasting,and negotiation skills of purchasers,as well as enhances their strategic sourcing capabilities.
