城市区域高质量发展的路径探索——基于雄安衡水协作区建设的思考

摘　　要：高质量规划建设雄安衡水协作区是深入贯彻党中央和省委、省政府部署的战略决策,是加快建设现代化经济强市、美丽衡水的重要支撑,也是区域经济学大都市圈理论和空间溢出效应理论的重要体现。目前,雄安衡水协作区面临着统筹机制协调力量薄弱、规划体系还需进一步细化、土地和人才要素瓶颈制约严重、产业协作关系尚未形成等问题。因此,规划建设雄安衡水协作区,需要建立区域经济协调机制、完善区域经济规划体系、制定招商引资机制、破解项目落地要素制约、优化营商环境以及加强与雄安新区的沟通对接和服务配套。The high-quality planning and construction of the Xiong’an-Hengshui Cooperation Zone is a strategic decision to deeply implement the deployment of the Central Committee of the Communist Party of China,the Provincial Party Committee,and the Provincial Government.It is an important support for accelerating the construction of a modern and economically strong city and a beautiful Hengshui,as well as an important embodiment of the theories of regional economic metropolitan area and spatial spillover effects.At present,the Xiong’an-Hengshui Cooperation Zone is facing problems such as weak coordination mechanisms,further refinement of the planning system,serious bottleneck constraints of land and talent factors,and the absence of industrial cooperation relationships.Therefore,in planning and constructing the Xiong’an-Hengshui Cooperation Zone,it is necessary to establish a regional economic coordination mechanism,improve the regional economic planning system,formulate investment promotion mechanisms,break down the constraints of project implementation factors,optimize the business environment,and strengthen communication and service support with Xiong’an New Area.
