县域医共体框架下村卫生室公私合作特征及模式探索

摘　　要：我国村卫生室发展具有公私合作的特征,但需要进一步完善。本文在公私合作理论指导下,在文献研究和政策梳理的基础上,对改革开放背景下我国村卫生室的公私合作特征和问题进行描述,结合县域医共体改革,对新型村卫生室公私合作模式在组织建设、服务提供、运营管理、风险承担等方面进行了探索。面对县域医共体,我国村卫生室需要在公私合作的建设标准、公益性维护、村医利益保障和风险分担上采取必要的措施。The development of village clinics in China is characterized by public-private cooperation,but it needs to be further improved.Guided by the theory of public-private cooperation,and based on literature and policy research,the characteristics and problems of public-private cooperation in Chinas village clinics under the background of reform and opening up were described.And in the context of reform on the county medical community,the new village clinic public-private cooperation model was explored in terms of organizational construction,service provision,operation and management,and risk bearing.For the county medical community,Chinas village clinics need to take necessary measures in the construction standards of public-private partnership,public welfare maintenance,village doctors'interest protection and risk sharing.
