论中国式民主的辩证特征

摘　　要：“中国式民主”是对改革开放以来中国特色社会主义民主政治建设作出的总概括,主要涵盖了40多年来我国推动政治发展和政治文明建设的价值理念、根本原则、制度安排、实践举措及其经验成就。中国式民主辩证地解决了政治发展中的各种矛盾性问题,有效地统合了制约民主政治建设的各类冲突性因素,由此具备了鲜明的辩证特征。中国式民主的辩证特征集中体现在价值、主体、运作及形态等四个方面,实现了目的性与工具性、先锋队与人民群众、有事好商量与全过程民主、实质内容与实现形式的有机统一。深刻理解和把握这些辩证特征,对于新征程全面发展全过程人民民主、以中国式民主推动中国式现代化具有重要的理论意义和现实价值。“Chinese democracy”is a general summary of the construction of socialist democracy with Chinese characteristics since the reform and opening up,which mainly covers the value concepts,fundamental principles,institutional arrangements,practical measures and experience achievements of China's political development and political civilization construction over the past 40 years.Chinese democracy has dialectically solved various contradictory problems in political development,and effectively integrated various conflicting factors restricting the construction of democratic politics,thus having distinct dialectical features.The dialectical features of Chinese democracy are concentrated in the four aspects of value,subject,operation and form,realizing the organic unity of purpose and instrumentality,vanguard and the masses,good consultation and whole⁃process democracy,substance and form of realization.A deep understanding and grasp of these dialectical features has important theoretical significance and practical value for the all⁃round development of whole⁃process people's democracy in the new journey and the promotion of Chinese modernization with Chinese democracy.
