单过程选民民主——美式民主的结构特征与实践困境

摘　　要：与中国在政治发展道路上形成的全过程人民民主不同,美国形成了单过程选民民主。在主体层面,美式民主更注重选民,而不是人民,形成美国式的选民民主。在客体层面,美式民主将民主限制在政治领域,在经济领域排斥民主,形成了美国式的自由民主。在程序层面,美式民主将民主限制在选举程序上,拒绝承认实质民主,形成了美国式的程序民主。单过程选民民主在塑造美式民主结构特征的同时也造成了美式民主的实践困境。Different from the whole⁃process people's democracy formed by China on the road of political development,the United States has formed the single⁃process voters'democracy.On th s e ubject level,American democracy pays more attention to voters than people,forming American voters'democracy.On the object level,American democracy restricts democracy in the political field and excludes democracy in the economic field,forming American liberal democracy.On the procedural level,American democracy restricts democracy to election procedure and does not recognize substantive democracy,thus forming American procedural democracy.Single⁃process voters'democracy not only shapes the structural characteristic of American democracy,but also causes the practical dilemma of American democracy.
