上海里弄街坊保护与更新的城市设计管理优化策略探讨

摘　　要：里弄街坊是上海城市发展所形成的典型基底单元,是实施城市土地空间再发展和保护更新的空间载体,也是衔接法定控规编制和项目实施的中观层次。街坊层级城市更新是重要的规划管理创新工作,需要在街坊尺度上处理保护与更新的关系,拓展传统控规管理方式。提出控规管理与城市设计管理相结合的思路架构,并基于上海里弄街坊的规划设计实践,梳理包括现状评估、空间规模、空间结构、空间形态在内的多维度的管理要素和管理序列,以期为同类城市历史街坊的保护与更新管控提供借鉴。Lane neighborhood is the typical base unit of Shanghai's historical city,and also the implementation unit of urban land space redevelopment,protection and regeneration.It is located at the meso level that connects regulatory planning and project implementation.The regulatory planning administration at the neighborhood level is an important innovation work,which needs to expand the traditional management methods,and deal with the correlation between protection and regeneration.This article combines planning management with urban design management,and based on the planning and design practice of several lane neighborhoods,sorts out multi-dimensional management elements and sequences including current situation assessment,spatial scale,spatial structure,and spatial form.It is hoped that valuable ideas can be provided for the protection and control of similar neighborhoods.
