摘　　要：历史档案因形成年代久远而具有不同于现行档案的特征,使其开放审核的实施具备易于且可快于现行档案开放审核的基础,以此为突破口推动档案开放审核有望改变目前其整体进展不理想的局面。阐述历史档案开放审核先行的必要性,分析历史档案与现行档案相比具有较少需要解密、较少涉及馆藏增量两大有利于推动开放审核先行的实施条件,并分别从实施主体、实施工具、实施组织三个角度,提出探索建立构成适度多元的开放审核咨询议事机构、以档案内容识读为切入点强化数字赋能、探索实行历史档案开放审核“压力试点”三项推进历史档案开放审核的针对性策略。Historical archives have unique characteristics that differ from present archives due to their long history,making the implementation of open audit of historical archives easier and could be faster than present archives,which can serve as a breakthrough to promote open audit of archive and is expected to change the overall unsatisfactory situation currently.The study elaborates on the necessity of giving priority to historical archive open audit,analyzes two implementation conditions of historical archives such as less need for decryption and less relation to archives collection increment compared with present archives,which are conducive to putting open audit into effect.On this basis,the study proposes three targeted strategies from the perspective of implementing entities,tools,and organizations to promote open audit of historical archives:exploring to establish properly diversified open audit consultation and deliberation institution,strengthening digital empowerment in archival content recognition as the cutting-in point,and experimenting“pressure pilot”for open audit of historical archives.
