新时代农村精神文明建设走好“群众路线”的三重解读

摘　　要：乡村治理的总体目标与各阶段的任务需要科学的路线导引。改革开放以来,农村尚未享受太多工业化和城市化的红利,却承受了二者带来的负面影响,尤以农村精神文明遭到巨大破坏,不能满足农民的精神需求最为典型。新时代,党和国家着手解决过往遗留的农村精神文明建设问题,并在具体实践中取得显著成效,但农村精神文明建设仍尚存乡村空心化、传统道德失范等重大问题。基于此,新时代探究农村精神文明建设的实施路径,应自“群众路线”的着眼点、起始点、着力点进行阐析。走“群众路线”的着眼点,全面推进农村精神文明建设战略目标的历史使命;走“群众路线”的起始点,坚持以优秀传统农耕文化与社会主义核心价值观为基培养新时代农人;走“群众路线”的着力点,以党建“同心圆”构筑乡村精神文明建设共同体。The overall goal of rural governance and the tasks of each stage need scientific route guidance.Since the reform and opening up,rural areas have not enjoyed much dividends of industrialization and urbanization,but have suffered the negative effects brought by both,especially in the rural spiritual civilization has been greatly destroyed,and cannot meet the spiritual needs of farmers.In the new era,the Party and the state set out to solve the problems of rural spiritual civilization construction left over from the past and it has achieved remarkable results in the practice,but there are still some problems in rural spiritual civilization construction,such as rural hollowing and traditional moral anomy.Based on this,the implementation path of exploring the construction of rural spiritual civilization in the new era should be explained from the focus,starting point and focus point of the“mass line”.Implement the“mass line”and carry forward the historical mission in comprehensively promoting the strategic goal of rural spiritual civilization construction;base on the starting point of the“mass line”and adhere to the excellent traditional farming culture and core socialist values as the basis for training farmers in the new era;carry out the focus of the“mass line”and build community in the rural spiritual civilization construction with the“concentric circle”of party building.
