摘　　要：资本是个历史范畴,规范和引导资本健康发展具有鲜明的中国特色。社会主义市场经济中,资本是发展生产力的重要手段,但资本行为必须有底线,以底线思维指导社会主义资本健康发展,具有理论上的合理性与实践上的可行性。中国共产党对资本的认识经历了“禁—放—管—治”的逻辑演变,是一个以底线思维治理资本的历史过程。底线思维治理资本应尊重资本在社会主义制度下的发展规律。从外在形式上,要维持与经济发展所需资本对应的规模与结构的动态平衡;从内在性质上,要有效限制资本可能发生的行为失范,合理设置资本扩张的底线,避免造成资本极化风险。其重点和难点主要在于坚持底线思维,合理设定资本健康发展的劳动力健康化底线、法治化底线、产业实体化底线及资本市场发展规范化底线。Capital is a historical category,and it is a distinct Chinese characteristic to regulate and guide the healthy development of capital.In socialist market economy,capital is an important means to develop productive forces,but capital behavior must abide by the bottom line.It is reasonable in theory and feasible in practice to guide the healthy development of socialist capital with bottom-line thinking.The Communist Party of China's understanding of capital has experienced a series of shift from prohibition to release,from release to management,and from management to governance,which is a historical process of managing capital with bottom-line thinking.The bottom-line thinking governance of capital should follow the rule of capital development under the socialist system.In the external form,it should maintain the dynamic balance of scale and structure corresponding to the capital needed for economic development;in the internal nature,it should set the bottom line of capital expansion reasonably to avoid the risk of capital polarization.The key points and difficulties mainly lie in adhering to the bottom-line thinking,reasonably setting the bottom line of healthy development of capital,the bottom line of rule of law,the bottom line of industrial materialization and the bottom line of standardized capital market development.
