摘  要:高校创新创业教育政策执行偏差诱发非预期后果,探讨其生成机制是提升创新创业教育质量的重要基础。基于政策执行系统模型发现,以创新创业能力为代表的政策概念未能得到国家教育行政部门的合理阐释,造成高校对政策目标的理解错位;顶层设计缺失下,利益相关者选择性执行、被动式参与以及趋利性迎合等耦合于执行过程中。为此,亟需明晰关键的政策概念,优化创新创业教育政策的顶层设计;下放创新创业教育管理权力,构建以专业学院为核心的执行组织架构,并通过技术嵌入推动利益相关者共同参与;制度化社会参与机制,并在资源配置上实现需求侧管理与供给侧改革动态协同;超越确定性指标考核,关注学生能力发展。If there is a deviation in the implementation of innovation and entrepreneurship education policies in universities,it will trigger unexpected consequences.We explore the generation mechanism of unexpected consequences and can improve the quality of innovation and entrepreneurship education.on Basis the meter-horn model of the policy implementation system,we found that policy concepts re-presented by innovation and entrepreneurship capabilities have not been reasonably explained by the national education administrative department.This leads to a misunderstanding of policy objectives in universities.Due to the lack of policy content design,there are issues such as stakeholder selective ex-ecution,passive participation,and profit orientation during the execution process.To this end,first of all,we need to clarify key policy concepts and optimize the design of innovation and entrepreneur-ship education policies.Secondly,we need to decentralize the management power of innovation and entrepreneurship education,establish an executive organizational structure centered on professional colleges,and promote the joint participation of stakeholders through technology embedding.Thirdly,we need to institutionalize social participation mechanisms to achieve dynamic synergy between de-mand-side management and supply-side reform in resource allocation.Finally,we need to reform the deterministic indicator assessment and develop a new indicator system that focuses on the development of students'abilities.
