摘  要:以横琴口岸项目通关二期改扩建工程为案例,该工程既要满足粤澳两侧陆路口岸的通关功能,又要保证改扩建工程施工有序进行,介绍一种通过将道路、业务用房及机房、卡口(仅包含物理设施)在施工场地内进行“倒切”的不停关施工技术,围绕口岸正常通关所需的必要条件,合理利用施工分区的划分、施工计划的安排、施工工序的穿插来实现“倒切”,从而达到“一边通关,一边施工”的条件,满足“一边通关,一边施工”的要求。Taking the second phase of the customs clearance expansion project at Hengqin Port as a case study,this project aims to meet the customs clearance functions of land ports on both sides of Guangdong and Macao,while ensuring orderly construction of the expansion project.By introducing a non-stop construction technology that involves“reverse cutting”of roads,business buildings,machine rooms,and checkpoints(including only physical facilities)within the construction site,the necessary conditions for normal customs clearance at the port are discussed,Reasonably utilizing the division of construction zones,arrangement of construction plans,and interweaving of construction processes to achieve“reverse cutting”,thus achieving the condition of“one side clearance,one side construction”and meeting the requirements of“one side clearance,one side construction”.
