摘　　要：数字贸易快速增长成为全球自由贸易的新趋势,在推动贸易结构转型升级,促进全球经济复苏与增长中发挥着重要作用。我国已成为全球数字经济第二大国,数字贸易的快速发展成为优化贸易结构、建设贸易强国的突出亮点。但总的来看,数字贸易也面临发展水平不高、数据跨境流动限制、法律法规与制度保障不完善、国际规则话语权缺失等突出瓶颈。发展数字贸易,建设贸易强国,需要进一步提升数字贸易便利化水平,稳步推进数字贸易市场开放,扩大数字服务出口,探索数据跨境安全、自由流动,积极参与全球数字规则制定;加快贸易数字化转型,推进数字技术与货物贸易、服务贸易融合发展,创新数字贸易发展模式,打造“数字丝绸之路”,探索建设“一带一路”数字自贸区,推进区域数字贸易自由化进程;加快构建数字贸易监管体系,加强数字知识产权监管,强化数字贸易监管的国际协调。The rapid growth of digital trade has become a new trend in global free trade,playing an important role in promoting the transformation and upgrading of trade structure and boosting global economic recovery and growth.China has become the second largest digital economy country in the world,and the rapid development of digital trade has become a prominent highlight in optimizing trade structure and building a trade power.However,generally speaking,digital trade still faces prominent bottlenecks such as low development level,restrictions on cross-border data flows,imperfect laws,regulations,and institutional guarantees,and the lack of discourse power in international rules.To develop digital trade and build a trade power,we need to further enhance the level of digital trade facilitation,steadily promote the opening of the digital trade market,expand digital service exports,explore safe and free cross-border data flows,actively participate in the formulation of global digital rules;accelerate the digital transformation of trade,promote the integrated development of digital technology and trade in goods and services,innovate the development model of digital trade,build a"Digital Silk Road",explore the construction of digital free trade zones along the"Belt and Road",and promote the process of regional digital trade liberalization;accelerate the construction of a digital trade regulatory system,strengthen the supervision of digital intellectual property rights,and strengthen international coordination in digital trade regulation.
