摘　　要：[研究目的]分析政府机构、国际组织、企业等在人工智能治理方面的现状和特点,为研究机构、政府组织等推进负责任AI提供借鉴。[研究方法]在分析人工智能风险的基础上,对负责任AI的概念内涵进行了辨析。从情报事实的角度对全世界的人工智能治理框架进行摹因刻画,提取人工智能治理框架的核心要素。[研究结论]梳理人工智能治理框架的实践情况和美国国防政府部门对“负责任AI”的关切,提出了推进我国人工智能治理的建议。[Research purpose]This paper analyzes the current situation and characteristics of government agencies,international organizations,and enterprises in AI governance to provide reference for research institutions,government organizations,and others in promoting responsible AI.[Research method]On the basis of analyzing the risks of artificial intelligence,the concept and connotation of responsible AI are analyzed.From the perspective of intelligence facts,it describes the artificial intelligence governance framework around the world,and extracts the core elements of the artificial intelligence governance framework.[Research conclusion]After sorting out the practice of artificial intelligence governance framework and the concerns of the U.S.defense government department on"responsible AI",it puts forward suggestions to promote artificial intelligence governance in China.
