情报监督制度形成的动因分析--基于“五眼联盟”国家制度现象的考察

摘　　要：[研究目的]情报监督制度是情报工作高效合法运行的规范保证,构建情报监督制度需要了解制度形成的动因,通过观察“五眼联盟”国家的制度形成现象,理解情报监督制度形成的制约和驱动要素,既可以夯实研究的理论基础,也有助于实践中推进制度构建。[研究方法]利用文献研究、案例讨论的方法分析制度形成动因,并利用资料实证的方法对研究观点进行检验。[研究结论]研究表明,将情报监督制度置于中观层面有助于理解情报监督制度在宏观和微观层面的形成动因:宏观的规范—认知视角下,情报监督制度的形成受到来自国际盟友的规范压力和现代社会的观念压力影响;微观的结构—能动视角下,面向情报机构的监测激励机制和面向决策者的决策需求评估机制共同驱动了情报监督制度的形成。[Research purpose]The intelligence oversight institution is the standard guarantee for the efficient and legal operation of intelligence work.To construct an intelligence oversight institution,it is necessary to understand the motivation of its formation.By observing the phenomenon of the formation of the institution in five-eyes countries and understanding the constraints and driving factors of their formation,it can not only consolidate the theoretical foundation of research,but also help to promote the construction of the institution in practice.[Research method]By using the methods of literature research and case discussion,this paper analyzes the motivation of the formation of the institution,and tests the research viewpoint by using the method of data demonstration.[Research conclusion]Putting the intelligence oversight institution at the meso level is helpful to understanding the formation motivation of the intelligence oversight institution at the macro and micro levels:from the macro normative-cognitive perspective,the formation of the institution is restricted by the normative pressure from international allies and the conceptual pressure of modern society;From the perspective of micro-structure-initiative,the monitoring and incentive mechanism for intelligence agencies and the decision-making needs evaluation mechanism for decision makers jointly drive the formation of intelligence oversight institution.
