英国生态城镇儿童友好空间规划管理前沿进展研究

摘　　要：作为最早建立城乡规划体系的国家,英国在渐进式革新过程中发展出顶层设计主导、层级传递成熟、实践逻辑完善等规划管理特征。英国生态城镇具备低碳、宜居、韧性等特点,被誉为“英国第一生态城镇”的比斯特生态城镇,其整合式规划经验对我国有重要的参照价值。以比斯特生态城镇为例,尝试从“政策引领—体系支持—层级下放—基层实践”的视角,梳理英国儿童友好空间规划管理政策演进;通过案例研究与实地调研分析金斯米尔新村案例,进而在“政策法规—审批机制”的强对应关联、整合式规划中的复杂系统与子系统、价值动态变化导向下的多学科联动三方面进行归纳分析,以期为破解英国儿童友好空间规划管理应对城乡建设复杂问题作出贡献。As the first country established an urban and rural planning system,UK has developed planning management characteristics such as top-level design dominance,mature hierarchical transmission,and refined practical logic in the process of gradual innovation.Bicester Eco-town,which is known as"the first Eco-town in the UK",has the characteristics of low carbon,livability,and resilience,and its integrated planning experience has important reference value for China.Taking Bicester Eco-town as an example,this paper attempts to outline the evolution of child-friendly space planning and management policies in the UK from the perspective of"policy guidance,system supporting,hierarchical decentralization,and grassroots practice".Through desk research and site visits,the case of Kingsmere new village was analyzed.Subsequently,the strong correspondence between"policy,regulation,and approval mechanism",the complex system and subsystem in integrated planning,and the multidisciplinary linkage under the guidance of dynamic change of value were analyzed and summarized in order to contribute to solving the complex problems of child-friendly space planning and management in the UK.
