论全过程人民民主的历史逻辑、政治内涵与实践路径

摘　　要：全过程人民民主是中国共产党把马克思列宁主义民主思想与中国实际相结合、与中华优秀传统文化相结合,探索出的充分体现人民意志、保障人民权益、激发人民创造力的新型民主。全过程人民民主超越了西方民主“资本至上”的理念,展现出新时代中国式民主的“最广泛、最真实、最管用”的优越性。从历史逻辑看,发展全过程人民民主是中国共产党在四个伟大历史时期民主建设的必然结果;从政治内涵上看,全过程人民民主突显新时代“人民至上”的价值旨归;从实践路径上看,实现全过程人民民主要在党的领导中以党内民主带动全过程人民民主发展,在改革开放中利用资本带动全过程人民民主发展,在继承中华优秀传统文化中培育全过程人民民主的民主文化。The whole process of People’s democracy,is the Communist Party of China to Marx and Lenin’s democratic thought and China’s reality,and China’s excellent traditional culture,the new-type democracy fully reflects the people’s will,protects their rightsand interests,and stimulates their creation.In the whole process,people’s democracy transcends the“Capital first”of western democracy and exhibits the“Broadest,truest and most useful”value characteristics of the Chinese Democracy of the new era.From the perspective of the formation process,the whole process of people’s democracy came into being in the great practice of the CPC in leading the revolution,construction and reform,the whole process people’s democracy highlights the value purport of“The people first”in the new era,and from the practical path,the realization of the whole process people’s democracy mainly promotes the whole process people’s democracy development by the inner-party democracy under the leadership of the party,in the process of reform and opening-up,we should make use of capital to promote the development of People’s democracy in the whole process,and cultivate the democratic culture of People’s democratic practice in the whole process.
