摘　　要：第一次全国自然灾害综合风险普查为城市应急管理提供了数据支撑,也对整合多方面灾害风险数据以建设综合风险数据库、深化普查成果应用、实现城市防灾减灾一张图的构建提出了新的要求。本文以国务院灾险普查办关于自然灾害综合风险数据库和灾险普查成果应用的相关文件为指导,在研究与防灾减灾相关的灾害风险全要素数据基础上,从综合数据收集、处理、建库、更新方法的数据管理体系,和线上线下相结合的可视化方法等层面进行了城市防灾减灾一张图构建涉及的关键技术研究,并以城镇房屋建筑灾害风险数据为例,开展了应用实例的设计与实现。The first national survey on natural disaster risks provides data support for urban emergency management,and also puts forward new requirements for integrating various disaster risk data to build a comprehensive risk database and deepening the application of the survey results to realize the construction of one map for urban disaster prevention and mitigation.Based on the relevant documents of the disaster risks survey office of the state council on the comprehensive risk database of natural disasters and the application of survey results,this paper studies the total factor data of disaster risks related to disaster prevention and mitigation,and develops a data management system for methods which integrate data collection,processing,database construction and updating.The key technologies involved in the construction of one map for urban disaster prevention and mitigation are studied at the level of visualization method combined with online and offline,and the design and implementation of application examples are carried out by taking the disaster risk data of urban housing construction as an example.
