政党引领的认知基础:理解基层应对重大突发公共危机的微观视角--基于安徽省Q社区与S社区防疫政策执行的比较

摘　　要：为解释基层重大突发公共危机政策执行的一般历程与差异化轨迹,针对当前学界聚焦党建引领这一结构性解释的研究局限,文章尝试将以政党引领为核心的自上而下行政体系与政治精英的认知能动性加以融合,对既有的政党引领模式进行检视。通过比较安徽省F区两个社区应对新冠肺炎疫情危机的政策执行过程,发现集中统一领导的决策体制为当地迅速动员和组织各方力量以应对此次疫情危机提供根本的制度保证。然而,政治精英(如基层干部)对疫情危机的认知模式存在能动差异,导致这两个社区在防疫政策执行方面的表现明显不同。同质化的政党引领体制与异质性的风险认知模式相互作用,共同形塑基层防疫政策执行的演变轨迹。最后,文章对如何拓宽政党引领模式在应对重大突发公共危机中的知识生产与实践方面作进一步思考。To elucidate the general process and differentiated trajectory of policy implementation during major public emergencies at the grassroots level,this paper,addressing the limitations of current academic research fixated on structural explanations of party leadership,tries to combine the top-down administrative system centered on party guidance with political elites’cognitive initiative to examine the existing model of party leadership.By comparing the policy implementation processes of two communities in County F of Anhui Province in response to the COVID-19 crisis,we found that the centralized and unified decision-making system provides a fundamental institutional guarantee for swift mobilization and organization against the crisis.However,there are dynamic differences in the political elites’cognition on the pandemic crisis,which leads to significant differences in the performance of the two communities in the implementation of pandemic prevention policies.The interaction between the homogeneous political party leading system and the heterogeneous risk perception model jointly shape the evolutionof pandemic prevention policiesimplementation.The paper reflects on how to broaden knowledge production and practice of the party leadership in dealing with major public emergencies.
