市场转型、分配不公平感与福利态度

摘　　要：经典福利理论认为,工业化发展会促进福利制度的扩张。新世纪以来,伴随着工业化的快速发展和市场转型的深化,我国社会政策和福利制度也得以持续扩张。然而,居民福利需要的变化如何影响福利制度扩张的微观逻辑并未得到有效检验。本文基于CGSS 2005年和2015年的纵贯数据,尝试回答市场转型塑造我国居民福利态度变迁的逻辑。研究发现,我国居民福利态度与市场转型之间存在着动态变化的关系。在市场转型的早期,生活在市场化水平较高区域的居民对政府主导的福利再分配认同度较低,福利态度较为消极;随着市场化的深入,日趋激烈的竞争激发了居民对社会公平的渴望,在市场化水平高的区域,居民的福利态度更为积极。定量模型的分析检验表明,我国居民福利态度的变化原因在于,随着市场化的推进,居民的分配不公平感也逐渐上升,加剧了居民对国家再分配干预的渴望。为此,政府要充分发挥社会政策的再分配调节作用,加快促进全体人民共同富裕进程,畅通社会流动渠道,促进社会公平正义。The classical welfare theory believes that the development of industrialization will promote the expansion of the welfare system,but the micro-logic of the marketization process and the expansion of the welfare system has not been presented.Therefore,this article wants to answer how the market-oriented reform shapes the welfare attitude of residents.By comparing the longitudinal data of CGSS in 2005 and 2015,this paper presents the impact mechanism of market-oriented reform on the welfare attitude of Chinese residents.The research shows that along with the process of market-oriented reform,the welfare attitude of Chinese residents has shown an obvious upward trend in the past decade,mainly due to the increased sense of unfairness of opportunity among residents with the deepening of marketization.The government should fully leverage the redistributive and regulatory role of social policies,accelerate the process of promoting common prosperity for all people,smooth social mobility channels,and promote social fairness and justice.
