互联网对省内地区收入差距影响:抑制还是促进?——基于新结构经济学分析视角

摘　　要：基于新结构经济学分析视角,在使用二阶段熵值法测度互联网综合发展水平和Gini系数法测度省内地区收入差距的基础上,结合CFPS、卫星灯光数据以及相关宏观数据,使用固定效应模型实证研究互联网发展对于省内地区收入差距的影响。结果表明:总体上互联网综合发展水平对于省内地区收入差距的影响呈现先扩大、后缩小的“倒U型”变化趋势;工作类型涉及农业、女性个体占比较多的省份会更早地进入拐点;在政府干预程度小的省份中呈现显著的先缩小后扩大的“U型”变化趋势,而政府干预程度大的省份则呈现显著的先扩大后缩小的“倒U型”变化趋势。机制分析表明,互联网的综合发展改善了创新能力和市场化水平,并且形成两条中介效应渠道——知识溢出效应和交易成本效应。为充分发挥互联网发展对省内地区居民收入差距减小的积极作用,应进一步提高创新能力,加强互联网传统及新型基础设施建设;加强农业现代化建设,用新科技和大数据为农业及相关产业赋能;大力支持互联网及相关技术的行业发展。Based on the perspective of New Structural Economics,this article uses CFPS,nighttime satellite imagery and relevant macroeconomic data to study the impact of Internet development on the income distribution gap within provinces empirically.The results are as follows.The impact of development of Internet on income distribution gap within provinces presents an“inverted U-shaped”trend,which increases first and then decreases.Province with higher proportion of women and agricultural workers would reach the turning point earlier.In the provinces which is interfered less by government,this curve shows a significant"Ushaped"trend.Meanwhile,influences in interventionist provinces rises first and fall later.The mediating effect model results shows comprehensive development of Internet improves the innovation ability and marketization level,which forms two mediating effect channels--knowledge diffusion and transaction cost effect.So,in order to fully play the positive effect of Internet development on reducing income distribution gap within provinces,we should further improve the innovation ability and construction of both traditional and newly emerging Internet infrastructure.It is also necessary to empower agriculture and related industries with new technology and big data,which would help strengthen agricultural modernization.The development of Internet and related technologies should be strongly supported.
