国家治理体系视阈下西藏大学生高质量就业的现实挑战和实践经验

摘　　要：本文基于对国家治理体系完善和民族基层地方治理能力优化的制度安排考量,探讨了基层地方治理能力提升进程中西藏大学生高质量就业面临的就业观念问题、乡村振兴与高质量发展背景下家庭短期生计维持与长期可持续发展之间的矛盾、大学的就业课程设置所带来的问题与偏差以及市场化就业和以创业推动就业严重不足等方面的挑战。并就完善和调整西藏大学生高质量就业路径,提出对高校高质量就业指导课程进行科学设置、通过高质量实践政策推动大学生就业、调整和优化西藏大学生高质量就业的方式和策略、形成西藏大学生就业新格局、完善西藏大学生就业数据库建设等六方面建议。Based on the institutional arrangements for the improvement of the national governance system and the optimization of ethnic local governance capacity at the grassroots level,this paper discusses the employment concept problems faced byXizang college students in the process of improving local governance capacity at the grassroots level,the contradiction between short-term household livelihood maintenance and long-term sustainable development in the context of rural revitalization and high-quality development,the problems and deviations brought about by the universities'employment curriculum and the challenges of market-oriented employment and the serious shortage of employment promoted by entrepreneurship.In order to improve and adjust the high-quality employment path of college students in Xizang,this paper puts forward six suggestions,including scientific setting of high-quality employment guidance courses in colleges and universities,promoting their employment of college students through high-quality practice policies,adjusting and optimizing the ways and strategies of high-quality employment of college students in Xizang,forming a new employment pattern of college students in Xizang,and improving the construction of the employment database of college students in Xizang.
