高校社科学术期刊编辑实质化审稿的探讨

摘　　要：专家审稿制度推行多年以来,高校学术期刊审稿形式和方法已经发生了明显变化,审稿人构成变化与人工智能等新技术的运用,使期刊编辑出版环境呈现新的生态结构。如何适应这一变化,以建构科学合理的责任编辑审稿机制,并充分发挥专家审稿与责任编辑审稿的双重架构优势迫在眉睫。要克服责任编辑仅当“二传手”的形式化审稿弊端,关键措施在于以实质化审稿取代形式化审稿。而要实现实质化审稿,就要在审稿中大胆尝试换位思考、全面增强审稿能力,持续发挥专业特长并创新智能审稿的模式与方法。Since the implementation of the expert review system for many years,the forms and methods of the review of academic journals in universities have changed significantly.The changes in the composition of reviewers and the application of new technologies such as artificial intelligence have made the editing and publishing environment of journals present a new ecological structure.How to adapt to this change,in order to construct a scientific and reasonable responsible editing review mechanism,and give full play to the advantages of the dual structure of expert review and responsible editing review is urgent.The key measure to overcome the disadvantage of formal review in which responsible editors only act as“second hand”is to replace formal review with substantive review.In order to realize the substantive review,it is necessary to boldly try to think in the perspective of the review,comprehensively enhance the review ability,continue to give full play to professional expertise and innovate the mode and method of intelligent review.
