摘  要:水表是供水计量的基本器具,加快智能水表应用是供水行业当前的重要任务。围绕智能水表全寿命期性能可靠及结算公平等需求,研究了智能水表应用管理中的防冻、在线校准、计量争议处置等关键问题。寒潮冰冻会导致水表损坏及计量失准,需结合地区特点提升水表抗冻性能;采用外夹式超声波流量计为标准表可有效实现大口径电子式水表的在线校准,给出了校准操作的相关建议;用户对水量计量争议关心的重点是处置程序和费用退补的公平性,介绍了水表计量争议处置和水量计量差错退补核算方法。Water meter is the basic instrument of water supply measurement,and accelerating the application of intelligent water meter is an important task in water supply industry.Focusing on the needs of reliable performance and fair settlement during the life-cycle of intelligent water meters,the key issues such as anti-freezing,online calibration,and metering dispute resolution in the application management of intelligent water meters were studied.The cold wave freezing will lead to the damage of the water meter and the inaccuracy of the metering,so it is necessary to improve the frost resistance of the water meter according to the regional characteristics.The use of the clamp-on ultrasonic flowmeter as the standard meter can effectively realize the online calibration of the large-diameter electronic water meter,and the relevant suggestions for the calibration operation were given.The focus of the user's concern about the water measurement dispute is the fairness of the disposal procedure and the cost refund,and the accounting method of the disposal of the water meter measurement dispute and the refund and compensation of the water quantity measurement error was introduced.
