摘　　要：[研究目的]旨在通过对拜登政府当前国家情报战略、对华政策、战略方向及关键领域的系统分析,为我国认识美国情报战略走向提供帮助,以有效应对美国带来的安全挑战。[研究方法]通过文本分析法和比较分析法,梳理拜登政府《国家安全战略》《印太战略》《美国情报界全球威胁评估》及《国家情报战略》四份报告,掌握其整体脉络和内在逻辑,着重研究拜登政府在国家情报战略上的政策变化。[研究结论]拜登政府构建了针对中国的强竞争情报框架,该框架通过推进情报数智化转型,增强情报感知能力,致力于实现情报体系韧性建设,给中国造成发展环境、科技、经济等方面的风险和挑战,我国对此应高度重视并积极因应作为。[Research purpose]Aiming to provide assistance in understanding the future direction of U.S.intelligence strategy,this paper systematically analyzes the current national intelligence strategy,China policy,strategic orientations,and key areas of the Biden administration,in order to effectively address the security challenges posed by the United States.[Research method]Through text analysis and comparative analysis methods,this paper sorts out the"National Security Strategy""Indo-Pacific Strategy""Global Threat Assessment of the U.S.Intelligence Community"and"National Intelligence Strategy"of the Biden administration.Grasp its overall context and internal logic,focusing on studying changes in the Biden administration's policies in national intelligence strategy.[Research conclusion]The Biden administration has established a strong competitive intelligence framework targeting China,which aims to enhance its intelligence capabilities through the promotion of an intelligent transformation of intelligence,and strives to build resilience into the intelligence system.This has created risks and challenges for our country in terms of development environments,technology,economy,and other aspects.We should attach great importance to this issue and actively respond accordingly.
