摘　　要：[研究目的]拜登于2022年10月发布了第14086号行政命令《加强对美国信号情报活动的防护》,对该文件进行细致梳理和研究,可以更加全面地理解美国信号情报工作的指导思想和原则。[研究方法]以第14086号行政命令文本为基础,采用文献研读和比较研究的方法,剖析了该行政命令出台的时代背景,系统梳理了其主要内容和创新之处,并进行了较全面的评价。[研究结论]第14086号行政命令是美国对信号情报工作的最新指导,提出了更加具体的工作规范。它继续坚持以美国国家安全利益为优先的理念,秉持区分国籍确定公民保护措施的原则,其内容既体现了应对当前形势的调整,又为未来信号情报工作保留了主动作为的空间。[Research purpose]In October 2022,Biden issued Executive Order No.14086 Enhancing Safeguards for United States Signals Intelligence Activities.A detailed review and study of this document can provide a more comprehensive understanding of the guiding ideas and principles of U.S.signals intelligence.[Research method]Based on the text of Executive Order No.14086,adopting the methods of literature study and comparative research,this paper analyzes the historical background of its issuance,systematically sorts out the main contents and updates,and conducts a comprehensive evaluation.[Research conclusion]Executive Order No.14086 is the latest guide to U.S.signals intelligence,which sets more specific conduct regulations.The Executive Order still adheres to the philosophy of prioritizing U.S.national security interests and the principle of providing protection for civilians by their nationality.Its contents not only reflect the adjustment to current situation,but also reserve space for proactive actions in future signals intelligence.
