摘　　要：[研究目的]通过对公安情报工作20年探索的系统思考,揭示当代公安情报工作的发展全貌和基本规律。[研究方法]运用文献调查和实践调研方法,分析20年我国公安情报工作体系建设的学术研究和实践发展,提炼中国特色,总结公安情报工作体系的基本规律。[研究结论]中国特色集中体现在坚持总体国家安全观、坚持党的绝对领导、坚持以人民为中心、坚持公安改革需求、坚持内外资源深度融合等方面。认为应构建“一体六翼”中国特色公安情报工作体系。“一体”指“情报、指挥、行动”一体化总体牵引的工作机制;“六翼”指情报应用在预防、管控、侦查、法治、服务、保障等公安工作六大综合功能和实战场景。最后,对学科专业建设、国家情报工作、公安实践发展提出相应建议。[Research purpose]Through a systematic thinking of 20 years of exploration of public security intelligence work,this paper reveals the overall picture and basic laws of the development of contemporary public security intelligence work.[Research method]Using the method of literature research and survey research,it analyzes the academic research and practice development of the construction of China's public security intelligence work system in the past 20 years,refines Chinese characteristics and summarizes the basic laws of the public security intelligence work system.[Research conclusion]Chinese characteristics are embodied in adhering to the overall national security concept,the CPC's absolute leadership,the people-centered philosophy,the needs of public security reform and the deep integration of internal and external resources.The paper argues that it is necessary to construct a"One Body,Six Wings"public security intelligence work system with Chinese characteristics."One Body"refers to the working mechanism for the overall traction of the integration of"intelligence,command and action"."Six Wings"refers to the six comprehensive functions and actual scenarios of intelligence application in public security work,such as prevention,government,investigation,legalization,service and security.Finally,some suggestions are put forward for the construction of disciplines,national intelligence work,and the development of public security practice.
