摘 要:基于2016—2021年中国30个省份农业投入和产出的面板数据,区分一般性投入和社会性投入,通过构建经济、社会和综合目标导向下的拥挤模型及用以分析拥挤对产出影响的模型,实证分析各省份农业拥挤状况及其对产出的影响效应。结果表明:2021年社会目标和综合目标导向下拥挤的省份多于经济目标导向下拥挤的省份;考察期内,中部和东北地区在综合目标导向下的效率始终低于全国平均水平,并呈逐年下降趋势;综合目标导向下,仅中、西部地区存在农业劳动力这一社会性投入拥挤,拥挤分别在2018年和2019年后得到改善;2021年各目标导向下拥挤对相应产出造成的损失占实际产出的比例普遍高于2016年。据此,建议各省份根据自身农业发展目标,结合相应的拥挤评估结果和生产实际,合理配置各类农业资源,消除生产过程中的拥挤。Based on the panel data of agricultural inputs and outputs of 30 provinces in China from 2016 to 2021,this paper distinguished general inputs from social inputs,constructed a congestion model under the economic,social,and comprehensive objective orientation,to analyze the impact of congestion on outputs.The model was then used to empirically analyze the congestion status of agriculture in each province and its impact on outputs.The results show that in 2021,the number of provinces with congestion under the social and comprehensive objective orientation exceeded that under the economic objective orientation.During the evaluation period,the efficiency of the central and northeastern regions under the comprehensive objective orientation had been lower than the national average,with a deteriorating tendency year by year.Under the comprehensive objective orientation,congestion of labor,a social input,existed only in the central and western regions,with the congestion improved after 2018 and 2019,respectively.The proportion of losses caused by congestion to corresponding outputs under each objective orientation in 2021 was generally higher than that in 2016.Based on this,it is recommended that each province,based on its own agricultural development objective and combining the results of the corresponding congestion assessment and production reality,should rationally allocate all types of agricultural resources to eliminate congestion in the production process.
