摘 要:为拓展新型装备发展论证方法,借鉴经济领域投入—产出效率概念,提出装备投产效率,综合考量装备建设资源投入及作战能力。采用ANP-DEA方法,建立基于网络联系的反无人机蜂群作战能力指标评估体系;根据体系特点新增毁伤评估能力等指标,通过网络层次分析法(Analytic Network Process,ANP)计算各级指标权重;通过超效率数据包络分析(Data Envelopment Analysis,DEA)模型对8类装备投产效率进行排序分析,一定程度上解决了当前反无人机蜂群装备能力评估内容不全面、指标联系不紧密等问题,为新型装备发展规划提供参考。To expand the demonstration method for the development of new equipment,drawing inspiration from the concept of input-output efficiency in the field of economics,an evaluation system is proposed in which both resource input and combat capability are considered comprehensively in equipment production in this paper.The ANP-DEA method is employed to establish a network-based assessment system for anti-UAV swarm combat capability.Additionally,considering the characteristics of this system,indicators such as damage assessment ability are incorporated.The weights of all levels of indicators are calculated using ANP,and the efficiency of eight types of equipment production is analyzed and ranked using super-efficiency DEA.By means of this approach,certain limitations in current evaluations regarding anti-UAV swarm equipment capabilities are addressed by providing a more comprehensive content with closely linked indicators,thereby valuable insights for new equipment development planning are offered.
