中国式交通现代化的综合测度分析

摘　　要：交通现代化是中国式现代化的开路先锋,中国式现代化赋予交通现代化新的内涵。在中国式现代化理念导引下测度中国式交通现代化水平,对于更好地认识和推动中国式交通现代化具有重要意义。基于供需逻辑构建融交通设施设备进阶、交通系统优质发展以及交通赋能经济社会三个子系统的中国式交通现代化水平评价指标体系,结合全国31个省份2013—2021年数据,测度中国式交通现代化水平。结果表明:近年来中国式交通现代化水平呈现上升趋势,但省份之间也存在较大差别,总体上广东、北京、江苏、上海、山东、浙江等省份的水平相对较高,从四区域来看,东部地区发展水平相对较高,其他区域则相对均衡。总体上障碍度较高的因子包括:数字交通发展水平、快递量、人均路网密度、单位GDP货运周转量、交通科技创新环境投入强度等。本研究总体表明中国式交通现代化取得积极进展,但未来在不同省份、不同区域分类施策,以促进平衡发展、可持续发展仍至关重要。The transportation modernization is the pioneer of Chinese modernization,and the Chinese-style modernization has given new connotations to transportation modernization.It is of great significance to measure the development level of the Chinese-style transportation modernization under the guidance of the concept of the Chinesestyle modernization,so as to better understand and promote the Chinese-style transportation modernization.Based on the supply and demand logic,a Chinese-style transportation modernization evaluation index system is constructed,which integrates advanced transportation facilities and equipment,high-quality development of transportation systems,and transportation empowerment of the economy and society.Combining data from 31 provinces in China from 2013 to 2021,the level of the Chinese-style transportation modernization development is measured.The results show that the level of the Chinese-style transportation modernization has shown an upward trend in recent years,but there are also great differences between provinces.Overall,provinces of Guangdong,Beijing,Jiangsu,Shanghai,Shandong,Zhejiang and other regions have relatively high levels of development.From the perspective of the four regions,the development level of the eastern region is relatively high,while the other regions are relatively balanced.Overall,factors with high barriers include the level of digital transportation development,express delivery volume,per capita road network density,freight turnover per unit GDP,the investment intensity environment for transportation technology innovation,and so on.The overall research in this article indicates that the Chinese-style transportation modernization has made positive progress,but it is crucial to implement classified policies in different provinces and regions in the future to promote balanced and sustainable development.
