摘　　要：农民就业问题一直是党和国家关注的核心问题。当前,我国农民就业模式已由外出务工为主向就近就地模式转变。随着乡村振兴战略和新型城镇化建设的不断推进,就近就地就业创业将是解决农民就业增收、促进乡村振兴和城乡融合的主要途径。然而,当前促进农民就近就地就业创业还存在一些突出的问题和困难,包括农村劳动力供需结构性矛盾突出、县域产业带动就业能力不足、县域农民工市民化发展存在阻碍、灵活就业服务和保障措施不完善、创业促就业成效不足等。解决以上问题,需要改变思路,以创新的思维和方式来破解现实困境、实现突破。本文提出了明确县域作为农民就业创业主阵地、发挥县域特色产业在吸纳就近就业中主力军作用、延伸产业链、促进就业新业态和灵活就业等创新思路,并提出了相应的政策建议,以期在新发展阶段,切实促进广大农民就业创业、实现共同富裕。The issue of farmers' employment has always been the core concerned by the Party and the government.At present, the employment mode of Chinese farmers has been transformed from migrant worker to local and nearby mode.With the continuous promotion of the rural revitalization strategy and the construction of new urbanization, local employment and entrepreneurship will be the main way to solve the problem of increasing farmers' employment and income, promoting rural revitalization and urban-rural integration.However, there are still some issues and difficulties in promoting local employment and entrepreneurship among farmers, including structural contradictions between the supply and demand of rural labor, insufficient ability of county industries to drive employment, obstacles to the development of county migrant workers' urbanization, imperfect flexible employment services and security measures, and insufficient effectiveness in promoting employment through entrepreneurship.To solve the above problems, it is necessary to change the way of thinking and adopt innovative ways to solve practical predicament and achieve breakthroughs.This article proposes innovative ideas, such as clarifying the county territory as the main position for farmers' employment and entrepreneurship, giving full play to the role of county characteristic industries in attracting local employment, extending the industrial chain, promoting new forms of employment and flexible employment.In addition, this article also puts forward corresponding policy recommendations with a view to effectively promote the majority of farmers' employment and entrepreneurship and achieve common prosperity in the new development stage.
