摘　　要：论文主要围绕组织架构、发展目标、主要业务、运营机制、发展趋势等五大方面,对BALIS成立十六年来的发展路径、发展逻辑进行了揭示,着重说明了为什么BALIS没有像CALIS一样,以建设一个“数字图书馆”为目标,而非要依托一个“共享系统”来实现对北京地区高校图书馆“文献资源与服务能力”的整合,并指出BALIS目前存在的主要问题,同时给出了解决这些问题的对策建议。This paper that mainly focuses on five aspects:organizational structure,development goal,main businesses,operational mechanisms and development trends reveals the development path and logic of BALIS over the past 16 years.It emphasizes why BALIS did not aim to build a“digital library”like CALIS,rather than relying on a“shared system”to integrate the“literature resources and service capabilities”of university libraries in Beijing and points out the main problems currently existing in BALIS and provides suggestions for solving these problems.
