走出以邻为壑:破解边界合作治理困境的自主路径

摘　　要：行政区划毗邻的地方政府容易陷入不合作的困境之中,出现各扫门前雪,甚至以邻为壑的现象。既有研究强调纵向干预是科层制下破解横向沟通难题的方案,本研究则以某毗邻区市的环境联合执法为例,分析了地方自主推进边界合作治理的路径。基于2019年至2022年的全国季度空气质量数据和回归合成控制法,利用反事实框架分析了联合执法的效果,并使用安慰剂检验排除其他偶然因素。实证结果发现,联合执法使得两地的空气质量平均提高了19%。继而,基于田野调查,从现代科层制的局限性出发,本研究讨论了通过毗邻党建搭建横向沟通平台,突破行政等级限制,最终探索形成一体化执法体系的路径。本研究认为:在自发秩序下,基于党建搭建横向沟通的法约尔桥,对科层制度进行补充,是实现边界合作治理的可行路径。Local governments which are adjacent in administration districts are universally falling into the trap of unco-operation,bringing phenomena that all people care for their own issues merely or even the"Beggar-thy-neighbor"problem.This research focuses a case on the joint law enforcement action on the environment,providing a practical and possible avenue for border governance cooperation.Based on national quarterly air quality data and regression synthetic control methods,this research uses a counterfactual frame to analyze the effects of joint law enforcement and the placebo test to exclude other accidental factors,finding that the joint law enforcement has improved the air quality by 19% on average.Furthermore,based on fieldwork and the theory on the limitations of the modern bureaucratic system,this research discusses the construction of a horizontal communication platform through adjacent party building,which breaks through the restrictions of administrative hierarchy,and finally explores the path of forming an integrated law enforcement system.This research theoretically proposes a feasible path to build the Fayol Bridge based on party building under the spontaneous order,supplement the longitudinal bureaucratic system,and break through the boundary cooperative governance.
