乡土文化视角下农村治安治理共同体的建构路径

摘　　要：当前,学界注重对农村治安治理共同体制度构建研究,忽视由于农村社会结构变化而导致的各治理主体之间公共性式微。公共性式微的主要原因在于各主体之间未形成价值认同,乡土文化作为农村居民的精神家园,其体现了农村居民共同的价值认同。因此,以乡土文化为视角进行切入,剖析农村治安治理共同体运行困境,探寻软性之治中乡土文化的治理性。政府加强协商,善用同意权力,农村公共组织主导乡土治安文化发掘,发挥礼治秩序作用,政企合作打造治安文化,强化农村居民回流,通过时势权力带动同意权力以及发展文化产业,丰富农村公共文化等解决方式,强化农村治安治理共同体价值认同,帮助其顺利运行。At present,the academic circles pay attention to the research on the construction of the system of the rural public security governance community,ignoring the decline of the publicity between the governance subjects caused by the change of the rural social structure.The main reason for the decline of publicity is that there is no value identity among the subjects.As the spiritual home of rural residents,local culture reflects the common value identity of rural residents.Therefore,starting from local culture,this paper analyzes the operational dilemma of rural security governance community and explores the governance of local culture in soft governance.The government strengthens consultation,makes good use of the power of consent,rural public organizations lead the excavation of local public security culture,plays the role of ritual order,cooperates with enterprises to build public security culture,strengthens the return of rural residents,drives the power of consent through the power of the times,develops cultural industries,enriches rural public culture and other solutions,strengthens the value identity of rural public security governance community,and helps it run smoothly.
