摘　　要：在我国人口结构与经济发展双重步入新发展阶段的背景下,吉林省的人口流动、城市集群和产业结构变化规律都出现了新转变,分析第七次人口普查数据中的人口流动特征可以发现,人口流动对吉林省城市集群发展和产业结构优化都具有重要作用。提高城市发展质量是一项在理念、制度、产业和生活等各个领域全面推进社会经济变革的大规模创新工程,对于加速推动城市高质量的跨越式发展具有重要意义。吉林省应改变县域发展“齐步走”的现状,围绕县域人口、产业、区位等特征,以大工程、大项目为抓手,科学规划推动新型城市集群发展。Under the background that China′s population structure and economic development have stepped into a new stage,the such issues as change law of population flow,urban clusters and industrial structure in Jilin province have taken a new turn.With the help of the 7th population census data,it is of great significance to find out the characteristics of population flow and clarify the influence of population flow on the development of urban clusters and the optimization of industrial structure in Jilin Province.Improving the quality of urban development is a largescale innovation project that comprehensively promotes social and economic reform in various fields such as concept,system,industry and life,and is of great significance for accelerating the leap-forward development of highquality cities.Jilin Province should change the status quo of county development,focus on the characteristics of county population,industry and location,take large projects as the starting point,and scientifically plan and promote development.
