摘　　要：发展权是一项不可剥夺的人权。西藏和平解放70多年来,妇女权益保障经历了翻天覆地的转变。宪法、法律、地方性法规及各类政策文件为西藏妇女发展权的实现提供了制度支撑,使西藏妇女在政治、经济、文化、社会和家庭等各方面获得了充分的发展条件和大量的发展机会。展望未来,应当进一步统筹兼顾西藏妇女各方面的发展需求,充分结合西藏的实际情况和妇女权利保障的特殊性,不断推进落实西藏妇女平等享有发展的权利。The right to development is an inalienable human right.Over the past seven decades since the peaceful liberation of Xizang,the protection of Xizang women’s rights and interests has evolved and developed from scratch.Under the influence of the unity of politics and religion and the feudal serfdom,women in the old Xizang had difficulty in securing their basic right to subsistence,let alone the rights to participate in political,economic and social development.After the peaceful liberation of Xizang,especially after the democratic reforms,great strides have been made in the cause of human rights.Under the framework of Constitution,laws and a series of local regulations,the rights and interests of Xizang women have gradually been brought onto the track of legal protection.The Common Program of the Chinese People’s Political Consultative Conference and the 1954 Constitution of the People’s Republic of China established the basic principle of equality between men and women and set forth policies for the protection of women,providing top-level design and a constitutional basis for safeguarding the right to development of Xizang women.At the same time,the Xizang Autonomous Region has been extensively empowering Xizang women and provided all-round protection and plan for their right to development in the spheres of politics,economy,culture,society and families through a series of policy documents and local regulations such as Measures for Xizang Autonomous Region to Implement the Law of the People’s Republic of China on the Protection of Women’s Rights and Interests,National Human Rights Action Plan of China(2021-2025),The Outline for Women’s Development in China(2021-2030)and Plan for the Development of Women in Xizang Autonomous Region(2021-2025).This has given Xizang women further access to adequate conditions for development and a large number of opportunities for development.Since the beginning of the new era,Xizang Autonomous Region has further pursued the spirit of the reports to the 18th,19th and 20th
