从生产力到新质生产力——基于新中国经济发展进程的考察

摘　　要：生产力是一个历史的、动态的概念,会随着时代发展不断跃迁。回顾生产力的发展进程,每一次跃迁都是从“旧质”到“新质”,从“量变”到“质变”,从“低级”到“高级”的演进过程。进入新时代,在数字经济时代背景下,数据、算力等新型生产要素催生出新质生产力,生产力再次实现跃迁。伴随着经济的不断发展,从生产力到新质生产力,中国生产力经历了漫长的演进历程。因此,有必要基于1949年以来新中国经济发展,回顾生产力发展进程,总结生产力跃迁经验。通过对新中国生产力发展进程进行总结和回顾,分析生产力发展的动力机制和特点,评估生产力发展所取得的成效,识别生产力发展的主要影响因素,并据此为现阶段新质生产力如何发展提供政策建议。Productivity is a historical and dynamic concept that will evolve with the development of the times.Reviewing the development process of productive forces,we can see that every transition is from“old quality”to“new quality”,from“quantitative change”to“qualitative change”,from“low level”to“high level”.In the new era,under the background of the digital economy era,new production factors such as data and computing power have spawned new quality productivity,and productivity has realized a leap again.With the continuous development of economy,China’s productivity has experienced a long evolution from productivity to new quality productivity.Therefore,based on the economic development of new China since 1949,it is necessary to review the development process of productivity and sum up the experience of productivity transition.Based on the summary and review of the development process of new China’s productive forces,this paper analyzes the dynamic mechanism and characteristics of the development of productive forces,evaluates the results achieved in the development of productive forces,identifies the main influencing factors of the development of productive forces,and provides policy suggestions for the development of new quality productive forces at the current stage.
