摘  要:气电是解决风光新能源出力随机性、波动性、间歇性的关键调峰调频电源,也是支撑风光综合能源大基地、电力特高压外送通道建设的主体调节电源。清洁低碳高效的天然气将在新型能源体系中发挥不可替代的调节作用。以气电为支撑的综合能源基地用气特性与传统行业用气特性存在较大差异,综合能源基地用气的“冬夏双峰”季节性波动、逐日不规则波动、日内小时规则波动等特征对储气与调峰的保障要求更高。在分析地下储气库、气田灵活调峰、LNG储罐、地面高压球罐和高压管道等储气调峰方式技术经济性的基础上,结合综合能源基地用气特性探索出多系统层次、多时间尺度的储气与调峰方式,并从政策支持、示范应用及技术攻关角度提出相应建议。Gas power is the key peak-shaving and frequency-modulation power supply to solve the randomness,volatility,and intermittence of new energy output of wind and solar energy and the main power supply to support the construction of the integrated energy base of wind&solar energy and UHV power transmission channel.Clean,low-carbon,and efficient natural gas will play an irreplaceable role in the new energy system.The gas consumption characteristics of integrated energy bases supported by gas power are quite different from those of traditional industries.The characteristics of“winter and summer bimodal”seasonal fluctuations,daily irregular fluctuations,and intraday hourly regular fluctuations of gas consumption in integrated energy bases have higher requirements for gas storage and peak shaving.This paper systematically demonstrates the technical and economic comparison of such peak shaving methods as underground gas storage,flexible peak shaving of gas fields,LNG storage tanks,ground high-pressure spherical tanks,and high-pressure pipelines,explores the multi-system level and multi-time scale gas storage and peak shaving methods by combining with the gas consumption characteristics of integrated energy bases,and proposes the suggestions from the perspectives of policy support,demonstration application,and technical research.
