摘  要:《中华人民共和国海上交通安全法》(以下简称《海安法》)是水上交通安全管理的母法。用《海安法》推动解决海事监管重点难点问题,是海事系统做好水上交通安全监管工作的基本要求,也是最有效的手段之一。以在施工船舶配员监管中构建《海安法》“四个衔接”机制为例,探索加强“法法衔接”,推动《海安法》落地落实。The Maritime Traffic Law of the People's Republic of China(2021 Revision)(hereinafter referred to as the Maritime Traffic Law) is the fundamental law for the regulation of maritime traffic safety.Using the Maritime Traffic Law to address key and difficult issues in maritime supervision is not only a basic requirement for maritime supervision,but also one of the most effective means.This article takes the establishment of the "four-linkage" mechanism of the Maritime Traffic Law in the supervision of crew manning on construction vessels as an example to explore the link between administrative and criminal law and promote the implementation of the Maritime Traffic Law.
