摘　　要：从现代治理角度展开对三亚凤凰岛国际邮轮港发展案例的解释性研究,针对凤凰岛国际邮轮港建设中存在的问题,提出策略建议,以期为凤凰岛国际邮轮母港开发建设提供参考。From the perspective of modern governance,this article interprets the cases of developing Phoenix Island of Sanya into an international cruise port,and puts forward countermeasures and suggestions in view of the existing problems,aiming to provide reference for the development and construction of the international cruise home port.
